South Africa developer seeks study of 18-MW Meerkat hydro project

South Africa developer Basil Read Energy (Pty) Ltd. seeks bids from U.S. firms to perform a feasibility study of the 18-MW Meerkat hydroelectric project, proposed for South Africa's Orange River. Bids are due November 21.

With funding from the U.S. Trade and Development Agency (TDA), Basil Read Energy is developing the run-of-river project between the towns of Douglas and Hopetown. Small hydropower is seen as a solution to Africa's electricity shortage by using bountiful renewable energy that contributes to a diversified energy system.

Basil Read Energy seeks a study to determine the technical feasibility, economic viability and financeability of the Meerkat project. The study is to include site assessment, front-end engineering and design, review of environmental impact assessment, cost estimate, economic analysis, implementation schedule, regulatory and institutional review, and U.S. sources of supply and implementation financing. The winning bidder is to be paid from a US$681,000 TDA grant.

Only U.S. firms may bid, although South African subcontractors may be used for up to 20 percent of the grant amount. Price is not to be a factor in contractor selection, so cost proposals should not be submitted.
